About The Scheme

The Ministry of MSME has been implementing the Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS) to support the adoption of the newest technologies in manufacturing and knowledge-based innovation MSMEs through Incubation across India; to reduce waste through Lean Manufacturing; to support Design Improvement; to raise awareness of Intellectual Property Rights; to build awareness of Zero Defect Zero Effect (ZED) Scheme; to digitally empower MSMEs through Digital MSME; and to encourage & support individual untapped creativity.

The Standing Finance Committee (SFC) created the MSME Champions program by combining all six elements of the former Technology Upgradation Scheme (TUS) for a five-year term, from 2021–2022 to 2025–2026. It is a holistic approach to bring different plans and interventions together for a common goal. The ultimate goal is to choose business clusters and companies and assist their national and international reach and excellence while modernizing their processes, cutting waste, and enhancing business competitiveness. The new MSME Champions program consists of three parts, the specifics of which are listed below:

  1. Sustainable by MSME (ZED)
  2. MSME-Innovative (for Design, IPR, and Incubation)
  3. Competitive (Lean) MSME.

Assistance Pattern:

  • Subsidy on cost of ZED certification:
    • Joining Reward of Rs. 10,000/- (Bronze will become free if availed)
    • 80%-60%-50% for Bronze, Silver & Gold respectively for ZED certified MSMEs
  • Additional subsidy:
    • 10% for Women/SC/ST owned MSMEs OR MSMEs in North East Region/Himalayan/LWE/Island territories/aspirational districts.
    • 5% for MSMEs which are also a part of the SFURTI OR Micro & Small Enterprises – Cluster Development Programme (MSE-CDP) of the Ministry.
  • Financial Assistance in Testing/Quality/Product Certification
    • Up to 75% of the total cost of Testing/Certification, with the maximum ceiling of subsidy being Rs. 50,000/
  • Handholding/Consultancy Support
    • Up-to Rs.2 lakh for handholding/Consultancy in order to achieve the next Certification Level.
  • Support in Technology Upgradation for Zero Effect Solutions:
    • Up-to Rs. 3 lakhs for moving towards zero effect solutions/pollution control measures/cleaner technology
